Electrify the base they are constructing and if you got all exiles killed before you do so the exile village does no longer exist. Track down all of the exiles and kill them immediately (throw in temple for cp). When an exile village starts pause the game. This way you can get all of them believers with minimal CP cost. One tip is to use creator points to plant 1 single tree and continue doing that.
